The cellophane wrapping is still intact on the bottom half with Ga tax stamp/label still affixed on some. There is NO tobacco in them. These are great for Arts & Crafts projects,Collages, Scrapbooks, even for small shipping boxes, etc Put your small items in one of these and then put the box in a padded envelope to save on shipping.
